Only a NYC newbie would call that man a  window washer.  His purpose is not to clean your windshields.  He wants you intimidate you so you pay him $$$ to stay &lt;b&gt;away&lt;/b&gt; from your car.  The scam works best when 5-8 of these guys surround your car at a red light.  The owner typically will often toss a few bucks out of the window, considering that this  is a small cost compared to what these window-washers might do.  The washers usually hold washrags in their hands which look like they helped clean up the great Bronx sewer explosion of 1967.

Reminds me of a time I parked my rental car in San Jose to go to a hot nightspot with my girlfriend.  Some nasty looking dude said to me, "for $2 I'll watch your car so nottin happens to it".  I said no, walked a block to my destination, then, after realizing that he was both the watcher and the scratcher all rolled into one fleabag,  I reversed and paid the man $2.   

Back to the window-washers, otherwise known as "squeegee guys".  The reason former mayor Guiliani was so popular was not just for 9/11 but because he actually got the police to start arresting the squeegee guys.  New York city was very grateful.
